网络舆情事件折射出的问题及舆情疏导理路探析——以2015年河南省网络舆情事件为例

THE PROBLEMS REFLECTED BY INTERNET PUBLIC OPINION AND PROPER PRESENTATION OF PUBLIC OPINION PERSUASION——A case study of the network public opinion events in Henan Province in 2015

网络舆情事件是网民意见、情绪和态度的集中体现,折射出一定的社会矛盾和社会问题。网络舆情事件产生的背景是社会矛盾凸显,风险引爆点是特殊事件,形成和发展的助缘是网络聚焦。网络舆情事件除了具备网络新闻事件的一般性特征之外,还折射出一些新问题,其中官民隔阂、基层治理危机、舆论麻木等问题应该引起高度重视。舆情疏导是网络治理的重要内容,其本质是打破风险发作的惯性力和连锁反应,消除附着在事件上的私利、情绪、先入之见和预设立场,彰显本来的是非曲直。这不但是舆情治理的正路,也是平息事件的唯一可行的方法。

Internet public opinion events are Internet users＇ comments,and they epitomize the users＇ mood and attitude,which reflects a certain social conflicts and problems.The background under which Internet public opinion events emerge is the highlight of the social contradictions,what gives rise to risks is a special event,and Internet focus helps the formation and development of Internet public opinion events.In addition to the general features of public opinion,Internet public opinion events also reflect some new issues,such as misunderstanding between officials and the public,grassroots governance crisis,numbness of public opinion and so on,and all these problems should be paid great attention to.Public opinion persuasion is an important part of network management,and its essence is to break the inertia force and the risk of a chain reaction of seizures,eliminating interests,emotions,preconceptions and the default position that are attached to the events,and highlighting what is right and wrong.This is not only the right approach to the management of public opinion but also the only feasible way to quell the incident.
