全球化并没有成为过去,而是以新的型态在演进拓展。当代全球化进程中的一个突出现象,乃是全球权力中心转移所引发的全球秩序的剧烈变动,以及全球治理变革的方兴未艾。这是一个全球秩序重构的历史性进程。当代中国的和平崛起已经或正在深刻地改变着当今全球秩序结构,推动着全球治理体系大变革时代的到来。处在这一历史进程之中的法治中国建设,不可避免地要顺应迅速变动的全球经济、政治、社会与法律环境,反映全球权力中心转移与中国重新崛起的法权要求,努力把握战略性机遇,不失时机地推进法治改革,持续不断地推动中国法治现代化进程,坚定地走出一条自主型的法治中国建设之路。

Globalization is not a thing of the past,but a new form of evolution. A prominent phenomenon in the process of globalization is the drastic change of the global order caused by the shift of the global power center,as well as the rising of global governance reform. This is a historical process of the reconstruction of the global order. The peaceful rise of contemporary China has been or is profoundly changing the structure of the global order,and promote the arrival of the era of the global governance system. The construction of rule of law in China in the historical process,inevitably to adapt to the rapidly changing global economic,political,social and legal environment,reflecting the requirements of the shifting global power centers and the re emergence of China legal rights,to grasp the strategic opportunity,seize the opportunity to promote legal reform,continue to promote China＇s legal modernization process.
