摘要
网络平台依托互联网技术高效配置信息,让更多的人参与其中,创造了新的经济增长点,带来新的就业岗位,形成网络平台劳动力市场。在经典的劳动力市场分割理论基础上,本文提出工作场所分割理论来解释网络平台就业对劳动关系的影响机制,并借助中国和美国对网络平台就业的调查结果,从就业收入(小时工资)、工作时间以及就业满意度等方面分析网络平台就业的劳动关系的情况。研究结果表明,网络平台劳动力市场突破了工作场所劳动力市场岗位创造的局限性,两类劳动力市场具有互补性。平衡网络平台就业的灵活性和劳动关系的稳定性是分享经济下构建和谐劳动关系的关键。这依赖于强化行业工会治理能力,以对新型劳动关系的广覆盖重塑工会对劳方的代表性。
Relying on Internet technology,the Internet platform efficiently matches supply and demand information,so that more people involved,the creation of a new economic growth point,to bring new jobs,and to form the network platform labor market.Based on the classical theory of labor market segmentation,this paper presents the workplace segmentation theory to explain the employment in the network platform to influence industrial relations mechanism,adopts the survey results of the United States and China,as well as,analysis practice of network platform industrial relations from employment earnings(hourly wage),working hours and employment satisfaction.The results show that the network platform labor market break the limitations of workplace labor market creating job,both types of labor markets are complementary.In sharing economy,the key to build a harmonious industrial relations is to balance the flexibility of employment and the stability of labor relations,which depends on the trade unions to strengthen governance capacity,at a wide coverage of the new industrial relations reshaping of union representative for the labor.
