摘要
中国社会组织双重管理体制改革分为三个阶段:基层民政部门主导的边缘性探索阶段,通过变通形式强化了双重管理体制的适用性;中央选择性控制下地方竞争性新政阶段,对双重管理体制形成了局部突破;中央顶层设计下的整体性调整阶段,重新构建了直接登记和双重管理相结合的"双维管理"原则。
The reform of dual-command system of Chinese social organizations is divided into three stages.The first stage—the marginal exploration stage led by primary sectors of civil administration department,was to strengthen the applicability of the system through flexible forms.In a second stage,the central government selectively controlled the competitive new deals at local and partially broke through the dual-command system.And the third stage was the overall adjustment phrase with top-level design,in which the principle of "two-dimensional management" was reconstructed with the combination of direct registration and dual-command.
