新型渔业经营体系构建路径探析

Construction Path of New Fishery Management System

新型渔业经营主体与覆盖生产经营全过程的渔业社会化服务相结合的新型渔业经营体系,对中国特色的渔业现代化建设具有越来越重要的现实意义。构建新型渔业经营体系的必要性和紧迫性,在很大程度上源于传统渔业经营体系存在的问题和局限性,以及所显现出的对发展现代渔业、转变渔业发展方式的制约性。在对中国渔业经营体系演变与发展进行分析的基础上阐述了新型渔业经营体系的内涵、特征与构成,指出应从加快渔业经营主体培育、创新完善新型渔业社会化服务体系、积极探索渔业经营组织模式、稳步发展适度规模经营、切实推进渔业政策制度保障体系建设等5个方面构建新型渔业经营体系。

The new system of fishery management, consisting of the new fishery management subjects which combines with fishery socialized services during the whole process of production and operation, has important practical significance to the fishery modernization of Chinese characteristics. Necessity and urgency of constructing the new fishery management system, in a great extent come from problems and limitation of traditional fishery management system, and restriction on the development of the modern fishery and the transformation of fishery development mode. The authors analyzed the connotation, characteristics and constitution of new fishery management system on the basis of the evolution and development of China＇s fishery management system, and pointed out that the new fishery management system should be constructed from five aspects： speeding up the cultivation of business agent of fishery, innovation and improvement of new fishery socialized service system, actively exploring fishery organization mode, the steady development of the appropriate scale of operation, and effectively promoting fishery policy guarantee system construction.
