“三严三实”是习总书记在党的作风建设领域里的新论断，是中国共产党作风建设理论的升华和经验的总结。“三严三实”理论具有丰富的内涵，是党员干部践行社会主义核心价值观的重要理论依据，也是最基本的要求。党员干部落实“三严三实”的要求，践行社会主义核心价值观，就需要整个中国共产党都加强对社会主义价值观的认知，并且加强对“三严三实”理论的认识，加强相关的制度建设，深入地开展党的培育活动。
