摘要
红头文件是施政手段之一，在管理和实施中出现了过于依赖文件、代人受过、断章取义等混乱现象．随着我国公民权利意识提高，不少红头文件的合法性受到质疑，这导致政府的公信力受到了不利的影响。为提高政府的公信力，就需要加强红头文件的事先规制和事后规制，使得颁行的红头文件合法，消除对红头文件的争议，也保障了公民、法人或是其他组织的合法权益．
Red tape, one of the means of governance, has been too dependent on the file, vicari-ous, context and other chaos in the management and implementation. With the raise awareness of therights of our citizens, many people questioned the legality of official documents, leading to the gov-ernment＇s credibility adversely affected. To improve the credibility of the government, we need tostrengthen the prior and posttape controversy, and protectganizations. regulation on red tape, so as to make redthe legitimate rights and interests of citizens,legal persons or other or-ganizations.
