关于城乡土地一体化改革的几点思考

Reflections on the Integration of Urban and Rural Land Reform

土地收益是农民经济利益的主要来源。然而,我国二元土地市场制约了土地流转,农民权益难以得到保障。因此,构建规范、统一的城乡一体化的土地市场,建立保障农民土地产权权利的有效机制,已经成为破除我国城乡土地市场二元结构的必然选择。随着我国农业人口向第二、第三产业的不断转移,农民土地的合理利用成为了解决"三农"问题、促进城乡发展一体化的关键所在。

Land revenue is the main source of farmers＇ economic interests.However,the Chinese dual land market restricts the transfer of land,farmers＇ rights and interests difficult to be guaranteed.Therefore,building a standardized,unified urban and rural land market,the establishment of effective mechanisms to protect farmers＇ land property rights,get rid of the land market has become a dual structure of urban and rural inevitable choice.With the transfer of agricultural population to continue to secondary and tertiary industries,the rational use of land,the farmers become to solve the＂three rural＂issue,promote the integration of urban and rural development is the key.
