On Impacts of and Countermeasures for TPP Provisions on Customs Procedure and Trade Facilitation

美国主导的《跨太平洋伙伴关系协定》(以下简称"TPP")是当今世界上最为重要的自贸协定之一,被美国称为面向21世纪的、高标准的、全面的自由贸易协议。海关程序与贸易便利化议题是世界各国自贸协定的一个重要议题,也是TPP的章节之一。本文拟通过对TPP该章节的分析,找出中国在贸易便利化承诺和实践方面与TPP的差异,并对下一步需要采取的应对措施提出建议。

Led by the United States, Trans-Pacific Partnership Agreement （TPP） is currently one of the most important free trade agreements in the world and thus recognized as a high standard and comprehensive free trade agreement geared to the 21st century by the US. Customs procedure and trade facilitation, as a key topic in the global free trade agreements, is included in TPP as one of the chapters. By analyzing the chapter on customs procedure and trade facilitation in TPP, this article is intended to identify the disparities between China＇ s commitments and practices and provisions of TPP in trade facilitation, and propose countermeasures to be taken for the next step.
