The Changes of Indias Attitude Toward the Sino-Indian Border Issue

印度对中印边界问题的态度包括两层含义,即对地理上的习惯线和实际控制线的立场,以及对解决中印在地理边界问题上的分歧的态度。70年来印度在地理边界上的立场没有明显变化,但其政府、议会、军方、媒体和公众,特别是学术界,对边界问题的认知以及解决问题的态度,出现了一些积极的变化,对于中印关系的健康发展具有重要意义。通过对有关方面档案文献的解读分析,既可对中印边界问题的极端复杂性和解决问题的长期性有充分的认识,也会对解决问题的前景充满信心。

The meaning of Indias attitude toward the Sino-Indian border issue is twofold. One is Indias stand on the conventional line and the line of actual control over the Sino-Indian frontier,the other is Indias attitude toward the solution of the border dispute. Though no obvious changes have occurred in the last 70 years on Indias stand regarding the geographical border,some positive elements have been showing in the cognition and attitude toward the border issue on the part of Indian leaders,parliament,military,media and public,and,in particular,the academic circle. This phenomenon is very significant to the healthy development of Sino-Indian relations. The aim of this paper is,based on the reading of relevant archives and documents,to highlight the utmost complexity of the border issue and the protracted nature of its solution,and at the same time,to heighten peoples confidence on its final settlement in the future.
