我国“豆腐渣工程”产生的原因及其治理——基于寻租理论的视角

Reasons and Governance of China's Jerry-Built Projects——From the Perspective of Rent-Seeking Theory

对寻租行为进行分析,是深入理解豆腐渣工程的一个视角。从近几年我国地方上发生的众多豆腐渣工程案例来看,豆腐渣工程的不断出现与政府官员的权力寻租有着极为密切的联系。其治理途径只有通过对官员权力进行监督和制约;加强官员思想道德的教化,注重德性的培养,实现道德自律,对官员实现问责的法定化和刚性化;加大制度创新来避免。

Analyzing rent-seeking behavior is a perspective to get an in-depth understanding of jerry-built projects. Many jerry-built projects have appeared locally in recent years. Taking such cases into consideration, the increasingly emergence of jerry-built projects has extremely close ties to government officials’ power rent-seeking. Only by ways of strengthening supervision and restriction to officials’ power and moral constraints to officials, building a modern value system, improving adminis-trative responsibility system to achieve the legalization and rigidization of accountability and increasing institutional innovation, can jerry-built projects be avoided.
