国内外生态安全屏障建设的经验与启示

Inspirations and Experience about Domestic and Overseas Ecological Safe Shelter Construction

生态安全屏障建设是我国可持续发展的重要支撑之一,是维护国家安全的战略举措。通过对国内外生态安全屏障相关文献、理论、项目的梳理分析,对我国新疆"三北"防护林工程、甘肃国家生态安全屏障综合实验区和日本治山计划、加拿大"色计划"等建设经验的总结可知,公众积极参与、科技研发与应用、多方协调的工作机制和合理的可持续经营机制,以及加快生态文明建设,是推进生态安全屏障建设的关键和取得成功的重要保证。

Ecological safe shelter is one of the most important support for China＇s sustainable development and a strategic measure to maintain the national security. The paper analyzes and summarizes the research status, construction experience and actions about ecological safe shelter construction in China and other countries. By combing and analyzing related articles, theories and programs about domestic and overseas ecological safe shelter, and also by summarizing the experience of the “Three North Shelterbelt” Construction project in Xin-jiang, the comprehensive experimental area of State Ecological Safe Shelter Zone in Gansu, Japan＇s Mountain Treatment Program and Canada^s Green Plan, the authors found that the public＇s positive participation, develop-ment and application of technologies, multiple - coordination, sustainable marketing mechanism and quickening the ecological civilization construction are crucial in guaranteeing the quickening construction of ecological safe shelter. The paper finally puts forward inspirations and experience for constructing the green ecological safe shelter for Yunnan provincial gateway in opening up to the southwest.
