Harmonious construction and management of the cross-basin diversion project in the new period

跨流域调水工程是解决水资源空间分布不均衡的重要手段,对实现水资源的优化配置,为当地提供稳定可靠的水源具有重要作用。跨流域调水工程一般涉及地域范围广、投资巨大,在和谐建设与管理上存在一系列问题。文章针对这些问题,积极借鉴国外相关经验,提出了以可持续发展及多中心自主治理思想为指导的跨流域调水工程和谐建设与管理的新理念。

Cross-basin diversion project is an important means to balance the spatial alstrlouuon of the water resource. It plays an important role in the optimal allocation of water resources and providing reliable and stable water resource for the local. Cross-basin diversion project generally involves a wide range of areas and huge investment so that there is a series of problems in the harmonious construction and management. Aiming at these problems and actively learning from foreign experience, this paper puts forward a new concept of cross-basin water diversion project harmonious construction and management guided by sustainable development and multi-center independent governance.
