Study on City Haze Governance Stakeholders Based on Game Theory

基于我国当前雾霾污染现状,运用利益相关博弈的思想对雾霾产生的潜在性因素进行分析,比较不同利益集团之间的污染效用,通过对个人、企业以及政府分别建立模型,分析我国雾霾污染源的问题。文中得出居民健康成本与企业污染物排放呈现正相关,即企业污染越严重,居民的健康成本越大。另一方面得出居民健康成本与政府监管呈现负相关,即政府对企业污染监督越严格,居民的健康成本越小。最终只有通过政府加强监管才能实现社会福利最大化。

This paper based on the present situation of China’s haze pollution’ using related to the interests of the game’sidea of haze generated the potential factors were an alyzed, utility of contamination between different interest groups by ofindividuals, bu sinesses, and government models are established respectively, analysis our country haze pollution sources. It isconcluded that the residents＇ health cost is positively related to the enterprise＇s pollution discharge, that i s , the more serious thepollution is ,th e greater the cost of health is . On the other h an d ,th e residents＇ health costs and the government regulation showeda negative correlation, that i s , the more stringent government oversight of corporate pollution, the smaller the health costs ofresidents. Ultimately only through the government to strengthen supervision in order to achieve the maximization of social welfare.
