摘要
文章运用秩检验和脱钩指数法对低碳试点工业部门的能源效率和经济效益进行评价。结果显示:入选为低碳试点以后,单位GDP及工业GDP二氧化碳排放量下降,其中以焦炭、汽油和柴油下降最为显著。能源消耗和经济增长之间呈现弱脱钩,说明工业增长对能源消耗依赖性较高;广州、杭州、武汉等地呈现强脱钩,表明其工业能源利用效率高。能源结构上,煤和焦炭是主要二氧化碳贡献者,试点工业碳生产率普遍不高。通过分析低碳试点审批路径及评价方式,认为政府的评审和激励机制在提高试点工业部门的能源经济效益上需要进一步完善。
The article evaluates the energy efficiency and economic benefits of Chinese low-carbon pilots' in- dustrial sector using Wilcoxon test and decoupling index. Results show that after designated as low-carbon industri- al pilots, the unit GDP as well as industrial GDP dropped, in which the most significant drop emerges in coke, gasoline and diesel. Overall weak decoupling appears in energy consumption and economic growth, which indicates a high dependency on energy consumption for economic growth. Strong decoupling emerges in Guangzhou, Hang- zhou, and Wuhan, which indicates high industrial energy efficiency. Overall high degree of decoupling in 2012 in- dicates that the first batch of low-carbon pilots initiate success. On energy structure, coal and coke are main con- tributors to CO2, and carbon productivity is generally low in pilots. By analyzing approval path and evaluation meth- ods, the paper indicates government' s review and incentives mechanism does not play an important role in impro- ving the energy economic benefits of pilots' industry sector.
