The Experience and Enlightenment of Governing Economic Downturn from Supply Side and Demand Side in the Late 1990s in China

20世纪90年代末,我国从供需两侧治理经济下行,成功进行了宏观调控和市场化改革,推动了去产能和去杠杆,开启了经济社会发展的新篇章。虽然当时国内还没有使用"供给侧改革"的概念,但无疑这属于"供给侧改革"的一次有益探索。当前中国经济面临的形势,与20世纪90年代中后期的许多情况颇为相似。本文回顾分析了20世纪90年代末我国从供需两侧治理经济下行的经验,以期为当前推进供给侧结构性改革提供借鉴。

From governing economic downturn from supply side and demand side in the late 1990s, China has successfully carried on the macroeconomic regulation and control and mar- ketization reform, promoted over-production reduction and deleverage and opened a new era of economic and social development. Although China did not use the concept of ＂supply-side reform＂ at that time, there is no doubt that this belongs to an effective experiment of China-style ＂supply-side reform＂ . The current situation China＇s economy is facing now is simi- lar to many cases in the middle and late 1990s. By reviewing and analyzing the economic downturn from supply side and demand side in the late of 1990s this article aims to provide experience for reference to promoting the supply side structural reform at present in China.
