摘要
当前,很多城市都在打造高铁新城,形成了"高铁新城热"。但是高铁新城是一把双刃剑,既可以产生正面效应,也会产生负面效应。尤其对缺乏产业竞争优势的小城镇来说,负面效应会更加明显。一些小城镇盲目围绕高铁站做文章,产生了一系列的问题,如功能趋同、规模"超常规"、千城一面、本地资源外流等。本文按照新型城镇化对新城新区建设的要求,通过江苏省宜兴市高铁新城项目的实践,客观分析了高铁对城市的真正价值;并且结合宜兴的实践,针对小城镇如何合理规划高铁新城给出了一系列建议,以期为未来高铁新城项目的实践提供参考和借鉴。
Nowadays,many local governments aim to develop High-Speed Rail New Town(Abbr.HSR New Town), leading to a unique boom of "HSR New Town". However, they tend to emphasis on the positive effect of high-speed rail but ignore its negative effect, which produces a series of urban development problems, such as function homogeneity, supernormal scale, cities becoming similar, and losing essential local resources. In the new urbanization era, there are new requirements for developing towns and districts. Based on these requirements, this paper conducts a case study, the planning program for HSR New Town of Yixing, in order to clarify what High-Speed Rail really means to a city. Moreover, the case shows how to develop HSR New Town in a more reasonable way, which provides a guidance for other HSR New Town planning programs.
