基于产城融合理念下的“农业新城”规划——以陕西省咸阳市秦都区华夏农业生态文化产业园为例

The “Agricultural City” Planning Based on the Concept of City and Industry Integration:China Agricultural Ecological Culture Industrial Park in Shanxi Qindu as an Example

"产城融合"是在我国转型升级背景下相对于"产城分离"提出的一种发展思路,本文在"产城融合"理念的指导下,提出了"农业新城"概念,并对其定义及内涵进行界定。以农业为基础的陕西省咸阳市秦都区"华夏农业生态文化产业园区"的规划建设秉承了"产城融合"的发展理念,率先提出"华夏现代农业城"的概念,并构建"农旅双链"的产业发展模式作为支撑。本文从"产业、生态、文化、村镇"的角度,阐述了陕西省咸阳市秦都区华夏农业生态文化产业园区的规划思路和特色,试图解决我国现存"产城分离"的发展问题,为新时期的"产城统建"提供一定的借鉴价值。

＂city and industry integration＂ is a train of thought which is presented under the background of transforming and upgrading of China which is relative to ＂city and industry separation＂. Under the guidance of this idea, we put forward a new concept called ＂agricultural new city＂, and its definition and correlative concepts are distinguished in this article. ＂Huaxia Industrial Park of Agroecological Culture＂ in Qindu district, Xianyang city, Shanxi province, which is based on agriculture, was planned, designed and constructed according to the development concept of ＂city and industry integration＂. The concept of ＂Huaxia Modern Agricultural City＂ was introduced for the first time with the support of the industry developing mode of ＂double chain of agriculture and tourism＂. In this paper, we introduced the planning thought of Huaxia Industrial Park of Agroecological Culture and its features, hoping to solve the facing problems of ＂city and industry separation＂ in China and provide ＂city and industry unified construction＂ with some reference in new era.
