The basic elements and mechanism of Xi Jinping＇s new political outlook are embodied in his prac- tice of state governance and series of talks： ＂to initiate cultural advancement＂ is his new political outlook; ＂reform and opening up＂ is the ideological line of; and the ＂Four Comprehensives＂ and ＂New Norm＂ his strategy of gov- ernance. They have constituted Xi＇s thinking, logic and goals of governance and their evolution, which have dis- played his strong sense of responsibility and political insights, and will surely have profound impact on China＇s po- litical ideology, theory, system as well as its diplomatic theory and principles of international relations.
