再析中共七大屡次延期的原因

A Further Analysis of the Causes for the Repeated Delays of the 7th CPC National Congress

中共七大在1945年召开之前,曾经历多次延期。早在1931年中共六届四中全会前后,中共中央即曾酝酿召开七大。抗战爆发后,七大的筹备更是加紧进行,对具体会期亦有过多次动议,但均因种种原因未能付诸实施。究其缘由,抗战前期主要是受战争干扰和交通条件所限,包括周恩来等人未回延安的因素,后来才是因为整风运动而暂停。由此看来,那种将七大延期笼统归于延安整风的说法不免以偏概全。至于有人认为毛泽东是惮于共产国际、不愿召开七大的观点,更纯属臆测,与事实相去甚远。

The 7th CPC National Congress was convened at last in 1945 before repeated delays. As early as the time around the fourth plenary session of the 6th Party Congress in 1931, the Central Committee had planned to convene the meeting. After the outbreak of the war against the Japanese aggression, the planning for the congress was stepped up, and there were several motions concerning the dates of the meeting, which, however, failed to be carried out. The delays were caused firstly because some leaders, including Zhou Enlai were unable to come back to Yan＇ an in time due to the war and poor transportation conditions before the outbreak of the war and later because of the Rectification Movement. Therefore, it is an overgeneralization to attribute the delays to the movement. The assumption that the meeting was delayed again and again because Mao Zedong was unwilling to convene the con- gress for fear of the Communist International is purely subjective and is a far cry from the fact.
