机构性质和人员身份一直是影响基层环境监测站工作人员积极性的首要问题。本文从基层环境监测管理者的角度对新一轮的环境监测机构改革提出新的设想。

The primary problems of the property of the station and the identity of the employees were the major fac- tors that influenced the enthusiasm of the people who worked for local environmental monitoring stations. New perspectives on the coming reform were put forward from the angle of local manager of environmental monitoring station.
