The problems of environmental monitoring development at local level in China were introduced. It was necessary to deepen the reform of the local monitoring management. The reform should start with the revision of rules and regulation, scientifically reframing management structure, building up reliable human resource system, and appropriately setting up the function of local environmental monitoring organizations.
