论依法治志的三个境界

On Three States of Managing Local Records Affairs in Accordance with Law

依法治志是伟大时代对地方志工作的总体要求。这一总体要求以修志问道为基本前提,可分为三个境界(或称三个层级目标)的追求。依法治志的初级境界是志无缺略,问道有方,解决志的有无问题;中级境界是志以载道,有道可问,解决道的有无问题;高级境界是志为道用,资今鉴远,解决用的优劣问题。

Managing local records affairs in accordance with law is the overall requirement of this great era on local records work. This overall requirement,with compiling local records and seeking the Way as its basic premise,can be described as pursuits at three states( or targets on three levels). The elementary state of managing local records affairs in accordance with law is to realize no omission in local records and seeking the Way with the right methods,firstly to solve the problem of having a certain set of local records or not. The intermediate state is to realize recording the Way in local records and finding the right Way,then to solve the problem of having the Way or not in local records. The advanced state is about local records serving for the Way,providing references for the current generation and future ones,solving the problem of good or bad utilization of local records.
