Research on the Anti-terrorism Strategies Model for Chinese Government Based on HHM-SWOT Analysis

[目的/意义]大数据背景下,因素的相关性分析是取得反恐斗争的重要突破口,为有效应对当前的恐怖活动,提高反恐决策的科学性和有效性。[方法/过程]以政府应对恐怖活动的HHM模型为依据,将SWOT分析法以及层次分析法相结合,并基于此方法,对影响政府反恐斗争的因素进行更加全面的分析。[结果/结论]识别出与政府反恐工作有关的风险因素,为应对恐怖主义提供动态化的组合分析模型,并提出贴合当前工作实际的反恐策略组合,以期为我国应对恐怖主义威胁提供有价值的参考。

[ Purpose/Significance ] Under the big data environment, factor correlation analysis is an impo ＇rtant breakthrough point for suc-cessful response to the current terrorist activities, and is helpful to provide more scientific and more effective counter-terrorism decisions.[ Method/Process] A new event analysis model is proposed, combining the SWOT analysis and AHP method with the traditionally usedHHM model for anti-terrorism, and the factors influencing the government anti-terrorism activities are analyzed more comprehensively.[ Result/Conclusion]It identifies risk factors related to counter-terrorism efforts of government, provides a dynamic portfolio analysismodel for the government to deal with terrorism, and proposes a practical counter-terrorism strategies combination. The research can pro-vide a valuable reference for China to deal with the threat of terrorism.
