Xi Jinping's “Close and Clean” Theory and Constructing a New Type of Government-Business Relationship

权力和资本是影响社会发展的两股重要力量。正确处理权力与资本的关系是一个世界难题。习近平总书记提出"亲清论",表示"亲而不清"或"清而不亲"都不是适当的政商关系。合理的政商关系应当是"既亲又清"的关系。习近平提出的"亲清论"既明确了中国政商关系的边界,又确定了政府工作者和商业人士各自的角色和责任。他尝试扭转权力与资本关系的演变轨迹,重构政商关系,为建构中国社会主义市场经济条件下的新型政商关系提供指针。

Power and capital are two key forces driving social development, and it is a worldwide problem to deal with their relationship. Comrade Xi Jinping recently put forward the＂close and clean＂theory in this regard. He said that neither＂close but not clean＂and nor＂clean but not close＂be an appropriate government- business relationship, and a reasonable relation between them should be＂both close and clean.＂This theory has not only identified boundary of China＇s Government- business relationship, but also identified the specific roles and responsibilities of government officials and businessmen. Xi Jinping tried to reverse the evolution of the relationship between power and capital, reconstruct the relationship between government and business, which has provide a guideline for constructing a new type of government- business relations under the conditions of China＇s socialist market economy.
