International Experience of Unemployment Assistance and Reflections on its System

就业救助是在家计调查的基础上,国家为有劳动能力的贫困者提供货币支持和就业服务,帮助其摆脱贫困所采取的社会救助措施。就业救助目标,就是帮助贫困失业者及其家庭摆脱贫困,并帮助他们找到工作。作为一个新兴政策领域,就业救助需要立足我国宏观经济社会发展状况,借鉴国际经验,在制度定位、制度设计、制度衔接等方面有所突破。

Unemployment Assistance is a kind of social assistance policies adopted by the government to provide those in poverty who have the labor capacity with monetary support and employment services, which is based on the means tested. The aim of Unemployment Assistance is to help the unemployed poor people and their family get out of poverty, and help them find jobs. As an emerging policy area, Unemployment Assistance shall be based upon the situation of China＇s macro economic and social development, fully draw on international experience,and make breakthroughs regarding the positioning, designing and connection of the system.
