Two Targets of Labor Market Reforms

劳动力市场制度的动态完善必须因应经济社会的发展不断进行结构性改革。其中,实现充分就业与优化劳动力资源配置是劳动力市场改革的两个目标。经济新常态下劳动力市场的供给侧结构性改革,需要加快推进户籍制度、基本养老制度、基本医疗制度、劳动力市场制度等,以期达到劳动力市场制度安全性和灵活性的统一,并实现充分就业和劳动力资源配置优化。

The dynamic improvement of the labor market system must seek for constant structural reform in line with the economic and social development. In this process, full employment and optimized allocation of labor resources are dual targets of the labor market reform. For the supply side structural reform of the labor market under the New Normal, the development of the household registration system（hukou）, the basic pension system, the basic healthcare system, and the labor market system shall be accelerated, so as to reach the unity of the safety and flexibility of the labor market, and realize full employment and optimized allocation of labor resources.
