地方政府作为社会治理中的核心力量,扮演着十分重要的角色。本文在系统梳理已有理论中对政府角色经典演绎的基础上,分析了社会治理新常态下所呈现出的诸多特征,进而提出地方政府角色历时性变革的时代命题。详细阐述地方政府在依法治国、政府与市场关系、国家治理现代化和集体行动网络等一系列具有现代性意义的战略举措中重新审视自身角色的理性逻辑。并通过转变政府职能、推进存量改革、完善制度安排和加快社会培育等方面寻求角色转型的现实路径,以建立更具现代化的地方政府。
