政策环境、政策课题与政策试验方式选择——以中国自由贸易试验区为例

Policy Environment,Policy Issues,and Policy Experiment Method Choosing:A Case Study on China Pilot Free Trade Zone

中国政策试验方式具有多样性,其选择不是随意的,而是取决于其是否与政策环境相适合,是否适应政策课题的需要。中国自贸试验区的政策试验方式与以往的政策试验方式存在多方面的区别,充分体现了政策环境和政策课题的重大变化。在新的政策试验方式下,形成了自贸试验区制度创新推进动力机制,为其他领域全面深化改革不仅提供了可以复制和推广的制度性经验,而且为完善和转变改革方式提供了有益的新思路。

Although policy experiment has already become a widely used term in the research on China＇s public policy de- cision- making mechanism, different researchers have different understanding on the term. The most funda- mental reason lies in the diversity of China- policy experiment methods. Choosing policy experiment methods is not random. It depends on whether it is fit in for the policy environment as well as the policy research. The de- sign of China pilot free trade zone is different from previous policy experiment methods in many aspects, which fully reflects the significant change in policy environment and policy issues. Under the new experiment method, a mechanism to promote institutional innovations was formed, which can not only provide replicable and refera- ble experiences for the Comprehensively deepening reform in other fields, but also give valuable references for the improvement and transformation of reform methods.
