20世纪60年代初压缩社会集团购买力的历史考察

A Historical Investigation on Compressing the Social Group Purchasing Power in the Early of 1960s

20世纪60年代初,中国遭遇严重的经济困难,突出问题有财政出现严重赤字、市场供应短缺、人民生活水平显著下降,而社会集团购买力却一度过分膨胀,加剧了经济困难。作为经济调整工作的一部分,中央大力压缩社会集团购买力。在思想动员的基础上规定了具体的禁止社会集团消费的内容,制定了明确的压缩指标,通过预扣经费、冻结存款和清理"小金库"等措施,成功压缩了社会集团购买力。压缩社会集团购买力对于当时促进经济恢复、密切党群关系都有着积极意义。

In the early of 1960s China suffered serious economic difficulties,the prominent problems were severe deficit,market supply shortage and a significant reduction in people's living standard,but the social group purchasing power was once over-expanded,all of which exacerbated the economic difficulties.As a part of the economic adjustment work,the central government strongly compressed the social group purchasing power.On the basis of ideological mobilization the central government regulated the content of banning social group consumption,drew up the specific compression index and by deducting funds in advance,freezing deposits and cleaning 'a private coffer' and other measures,which succeeded in compression social group purchasing power.Compressing social group purchasing power had a positive meaning for promoting economic recovery and closing party-mass relationship at that time.
