1970年中美两国举行了最后两次大使级会谈,即第135次和第136次中美大使级会谈。在这两次会谈中,台湾问题依然是会谈的核心问题。由于两国政府都有意缓和关系,双方在台湾问题上开始展现出不同程度的灵活性。美方在台湾问题上提出了新的主张,希望在不损害美国与台湾当局关系的前提下与中方达成一项搁置台湾问题的谅解,企图使"台湾地位问题模糊化"。而中方在坚持原则立场的同时,也表示台湾问题的解决需要创造条件。双方虽未能在台湾问题上达成具体协议,但双方通过交涉了解了彼此的战略意图,为基辛格秘密访华和《上海公报》的签署创造了条件。

In 1970,China and the United States held ambassadorial-level talks for two times,namely,the 135 th and 136 th Sino-US ambassadorial-level talks.In the two talks,the Taiwan Question remained the core issue of talks.Because the two governments were intended to ease relations,the two sides began to show a certain degree of flexibility on the Taiwan Question.The United States put forward the new proposition on the Taiwan Question,hoped to reach the understanding of shelving the Taiwan Question with China under the premise of not damaging the relationships between the United and the Taiwan authorities and attempted to 'blur the issue of Taiwan's status'.Sticking to the principle at the same time,China expressed that the solution to the Taiwan Question needed to create conditions.Although both sides failed to reach the specific agreement on the Taiwan Question,but they understood the strategic intentions to each other through negotiations,which created the conditions for Kissinger's secret visit to China and the signing of the 'Shanghai Communique'.
