党的十八届三中全会强调,加强国际传播能力和对外话语体系建设。这反映了中国提升国际影响力与塑造大国外交的内在诉求。"和平发展、合作共赢"是中国大国外交的话语核心。当下,中国正在推进的"一带一路"倡议是在中国明确走大国外交之路的背景下正式提出的,它是近几年中国提出的一系列具有广泛影响的外交理念及政策主张的一个最重要的组成部分。事实上,"一带一路"既是一项与沿线国家开展互利合作、谋求共同发展的实践性规划,更是中国提出的"共商共建共享"的全球治理理念的具体体现。它与中国提出的其他外交理念和政策主张共同构成中国的国际话语体系,将在参与国际事务和国际规则制定中提升中国的国际话语权和规制权。中国在中东"一带一路"话语体系构建过程中,需对中东当前形势及其发展趋势有一个准确的判断,强化对于丝路精神的认识,关注中东地区的治理问题。
