摘要 本文从科研信息化和科技创新需求入手,首先分析了当前我国科技项目评审中存在的突出问题。借鉴国外科技项目管理的经验,提出了国家科技管理信息系统项目评审辅助子系统框架,改进科技项目的评审效率和质量。围绕该框架,分析讨论了科技项目评审辅助子系统建设中的关键技术。科技项目评审辅助系统功能包括:为项目评审管理人员提供查重服务并推荐候选的项目评审专家;为项目评审专家提供客观的补充材料作为项目评审参考。科技项目评审辅助系统将提高项目评审质量,有助于科技项目评审的公平公正,促进科技资源的高效配置,加快科技创新战略实施。 In this paper, we first analyze some important problems existing in scientific research project evaluations. Considering the experience of foreign science and technology project management, we propose a framework for project evaluation auxiliary subsystem in the national science and technology management information system to solve the mentioned problems for satisfying scientific research and technological innovation needs. And then, the key technologies in the framework are analyzed and discussed. The functions of science and technology project evaluation auxiliary subsystem include: it helps project management personnel to check the similarity between proposals and recommend candidate reviewers; and, it provides objective and necessary supplementary materials to reviewers. This will help to acquire a more fair and impartial evaluation mechanism for scientific research projects, promote the efficient allocation of resources for science and technology research and accelerate the implementation of science and technology innovation strategy.
