中国女性领导干部的协商民主认知——基于地方官员问卷调查结果的分析

Chinese Female Officials' Awareness of Deliberative Democracy: Based on a Questionnaire for Local Government Officials

协商民主是20世纪以来出现的一种新的民主形态,它是在反思代议制民主的过程中产生的,是对代议制民主所遭遇的新时代挑战的应答。与国外的"自下而上"的协商民主不同,我国的协商民主是由政府主导的,政府官员的认知和行动对我国的协商民主建设有至关重要的影响。文章依托"完善和发展社会主义协商民主"问卷调查,针对女性官员的民主认知、实践及其工作风格作了相应的文献梳理、假设和分析,得出女性干部在协商民主建设中具有很大的潜力,如果她们获得更大的发挥空间,将会促进我国协商民主的发展和完善。

Deliberative democracy is a form of democracy that first emerged in the 20th century. It is also a critical reflection of representative democracy, which responses to the challenges in the new era. Different from the ＂top - down＂ mode of Western countries, the development of deliberative democracy in our country is led by the government. Thus it depends to a large extent on the cognition and practice of our government officials. Based on the questionnaire entitled ＂The Improvement of Socialist Deliberative Democracy＂, this article reviews academic literature, builds hypothesis and analyzes the data, focusing on female officials＇ awareness and prac- tice about deliberative democracy. It concludes that female officials have huge potential in the development of deliberative democracy. If they gain more room to exercise their talent, our deliberative democracy will be greatly improved.
