摘要
随着我国社会经济的快速发展,城乡联系不断加强,新生代农民工市民化趋向明显。现行的宅基地法律制度在保障农民基本居住安全的同时,也在一定程度上造成了城乡的分离,阻碍了城镇化的纵深发展。然而,农村宅基地制度的改革关系到我国未来经济发展的速度与质量以及城镇化水平的高低。宅基地使用权流转改革应当围绕放开对宅基地使用权流转主体的限制、明确流转方式、强化集体经济组织的经济职能、公平合理地分配宅基地使用权流转所得的收益这四个方面进行。
With the rapid development of our social economy, the connection between urban and rural has been strengthened, and the citizenization of new migrant workers is also amplified. Although current legal system of rural residential land can protect farmer's basic living security, it also caused a separation in urban and rural areas, and hindered the further development of urbanization. However, the reform of rural residential land is important for both the speed and quality of future economy and the level of urbanization. The reform should focus on removing the restrictions on the subject of transferring, defining the specific rules, strengthening economic functions of collective economic organizations, and distributing the profits fairly and properly
