摘要
现今,国内水电工程EPC项目多由工程设计单位进行承接,随着传统设计市场的逐步萎缩,使得水电勘察设计企业对水电工程EPC总承包模式的重视程度日益增加,并将其作为企业主要发展方向。根据国内水电工程EPC项目合同管理经验,介绍了水电工程EPC项目的特点,指出了EPC项目中总承包合同管理及施工分包合同管理工作中需注意的问题,强调总承包单位应树立"提高效益看设计理念、预防风险靠合同管理"的思想观念,同时必须具备专业的设计概念、丰富的工程管理经验、全面的合同管理意识。在不断提高合同管理水平的基础上,有效地降低、转移、规避风险,从而在根本上降低项目成本,增加总承包单位的经济效益,提高市场竞争力。
Nowadays,most EPC projects in hydropower engineering are undertaken by engineering design enterprise,with the shrinking of traditional design market,hydropower investigation design enterprises attach more importance to EPC general contracting mode! of hydropower engineering,and even make it as the main development direction.According to domestic contract management experience in EPC,the study introduces characteristics of EPC project in hydropower engineering,points out worth noting problems about contract management, and emphasizes the idea that "design philosophy improves profits, contract management prevents risks".Effectively reduce, transfer, and avoid risk on the base of improving the level of contract management,by which can lower the project costing, increase profits for general contractor, and enhance the market competitiveness.
