基于国家综合交通运输体系的战略投送组织运用机制研究

Strategic Projection Application Mechanism Based on National Comprehensive Transportation System

为加强我军战略投送能力建设,以新时期军事斗争准备战略投送需求为牵引,研究了基于能力需求的快速动员机制、基于军民融合的统筹运用管理机制、基于运训保评的多重评估机制、基于军地共同的征用补偿机制等基于国家综合交通运输体系的战略投送组织运用机制建设重点,提出了加强领导高度重视运用机制建设、完善制度切实加强制度办法研究、常态运作稳妥推进运用机制建设的对策建议。

A strong strategic projection capability is required of our army in the new era. This paper studies the prompt mobilization mechanism in view of projection capability,management mechanism in view of civil-military integration,multiassessment mechanism in view of projection training and requistion compensation mechanism in view of civil-military sharing. It is suggested that importance should be attached to the construction of the strategic projection mechanism,relevant regulations and laws be systematized and the construction work be normalized.
