中美核战略稳定问题研究

核武器是影响、决定中美关系的战略性问题。致力于核领域战略稳定符合两国根本利益。构建核战略稳定关系需要清晰界定概念内涵,并在认同集政治、心理、情感、利益和军事稳定于一体的战略稳定理论范式基础上,正视、解决相关分歧、矛盾。美国作为优势方和战略稳定倡议者,首先是要战胜自己、克服"霸权抑郁症",并与中国一道抓住影响核战略稳定关系构建的哲学和战略本源问题,在信、和、等、活、融等理念、原则上下功夫,凝聚战略共识,进而共同努力,务实地解决涉及中美战略稳定的具体问题。

Nuclear weapon is a strategic tool to influence and determine the relationship of Sino - America. Constructing one set of theory paradigm and framework system of strategic stability, which accords with the characteristics of the second nuclear age, and which assembles political, psychological, emotional, interests and military stability, is in line with the fundamental interests of the two countries. The United States as the advantage and strategic stability advocate, first of all, is to conquer himself, over- coming the ＂hegemony of depression＂. Sino - America should focus the philosophy and strategic roots of nuclear strategic stabili- ty, and build the strategic consensus on concepts and principles of trust, harmony, equality, live and amalgamation, giving mu- tual support, solving concrete problems pragmatically so as to promote the strategic stability jointly.
