摘要
"一带一路"战略的推进,给中国企业"走出去"带来了广阔前景。同时,也给中国企业在劳工保护为代表的企业社会责任方面提出了更高要求。中国企业在海外投资过程中,由于缺乏对东道国劳工政策法规的了解,忽视对劳工保护责任的重视,造成在社会责任相关问题的负面评价,甚至引发当地劳工冲突,使得劳工问题成为企业面临的一个重要风险。文章通过对中国企业在东南亚国家投资过程中出现的典型问题进行分析,从而对中国政府和企业自身在海外承担社会责任、履行监管机制提出相关建议,为"一带一路"背景下中国企业对外投资的社会责任承担提供借鉴。
China's "One Belt, One Road" strategy brings a broad prospect for Chinese enterprises to walk abroad. And it requires more highly Chinese enterprises to share more social responsibilities on laborer protection. In their process of investment overseas, Chinese enterprises are short of understanding policies and regulations about laborer in host countries, and seriously neglect laborer's protection responsibility, which have led to negative evaluations even conflicts. And all of these have caused Laborers issue a vital risk for China's enterprises. This paper analyzes the typical problems of Chinese enterprises in southeastern Asia which appeared in the process of investment, aiming to put forward some relevant suggestions on social responsibilities and supervision mechanism for China's government and Chinese enterprises, so that it can be beneficial to Chinese enterprises' overseas investment to take social responsibilities.
