上海合作组织作为欧亚经济联盟与“丝绸之路经济带”对接平台的可能性

中国国家主席习近平2013年9月访问哈萨克斯坦期间提出"丝绸之路经济带"的伟大构想,经过近3年的传播和推动,沿线国家对"丝绸之路经济带"的建设已经由国际倡议转化为实际行动,由宣传和认识逐步进入操作实施阶段。2015年5月,习近平主席和普京总统在莫斯科签署并发表了《中华人民共和国与俄罗斯联邦关于"丝绸之路经济带"建设和欧亚经济联盟建设对接合作的联合声明》,提出开展投资、贸易和产能合作,加强物流、交通基础设施建设,研究推动建立中国与欧亚经济联盟自贸区这一长期目标,促进贸易、直接投资和贷款领域的本币结算,实现货币互换,深化在出口信贷、保险、项目和贸易融资、银行卡等金融领域的合作。双方将秉持透明、相互尊重、平等、各种一体化机制相互补充、向亚洲和欧洲各有关方开放等原则,通过双边和多边机制开展合作。中俄两国政府有关部门正在落实一系列重要合作共识。中俄双方强调,要将上海合作组织作为"丝绸之路经济带"与欧亚经济联盟对接合作的重要平台,拓宽两国务实合作空间,带动欧亚经济一体化发展,维护地区和平与发展。目前,如何借助上海合作组织这一平台具体落实"丝绸之路经济带"建设与欧亚经济联盟对接是问题的关键所在。"丝绸之路经济带"与欧亚经济联盟在中亚地区的对接,对推动"丝绸之路经济带"的整体建设具有示范效应。本刊编辑部特邀请中国、俄罗斯、哈萨克斯坦的专家学者进行讨论:"一带一盟"如何在中亚国家对接,上海合作组织如何在对接中发挥其机制作用,"一带一盟"在中亚对接的具体项目和优先合作领域,在推动"一带一盟"对接过程中存在哪些风险和障碍,并提出解决问题的路径和政策建议。

The scheme Silk Road Economic Belt( SREB), proposed in September2013 by Chinese President Xi Jinping during his visit to Khazakstan,has been put into practice in engaging countries. This scheme is currently in the phase of implementation on basis of initial disseminating and promoting efforts.May 2015 witnessed the signing and releasing of the 'Joint Statement on Cooperation of Connection between the Silk Road Economic Belt and Eurasian Economic Union'by President Xi Jinping and Russian president Vladimir Putin in Moscow. According to the Statement,the cooperation involves investment,trade,production,together with the construction of infrastructure for logistics and transportation,a long- term objective of Free Trade Area composed of China and the Eurasian Economic Union( EEU) to expedite trade,direct investment and credit settlements with local currencies, and to finalize currency swap arrangements. The Statement is also dedicated to deepened cooperation in export credit,insurance,project and trade financing,and bankcard,etc.China and Russia jointly intonated that the SCO will serve as the key platform for the interconnection between the SREB and the EEU to expand the space for pragmatic bilateral cooperation, expedite the process of Eurasian economic integration,and maintain regional peace and development.It is of crucial importance to pragmatically connect the SREB with the EEU through the SCO platform.The editorial department of this journal invited experts and scholars from China,Russia and Kazakhstan for a special discussion of this topic in question,i. e.,the interconnection of the SREB with the EEU in Central Asia,the role of SCO in the interconnection process,specific projects and the prioritized sphere of cooperation between the SREB and the EEU, and risks and obstacles in the process of interconnection. Our discussion has garnered solutions,approaches and policy advices.
