摘要
从高职院校实际出发,当前的高职院校治理更有可能走向共识治理模式,即高职院校内部决策者与广大教师员工、学生等非决策者在充分协商、取得一致意见基础上进行决策的结构和过程。共识治理在权力配置上首先保证一个强有力的决策主体;在运行机制上,通过构建信任机制、民主协商机制、上下结合机制来推动各利益主体实现互相信任、互相协作、互相肯定;在治理操作上主要采用搁置争议、协商协调等共识型的治理手段。我国高职院校内部治理改革走向共识模式的轨迹正逐步清晰化,一是在权力配置上建立了一个强而有力的核心决策主体;二是不断制度化的共识决策机制成为共识治理的规制保证;三是多种共识型治理手段在高职院校内部治理改革中得到充分运用。
In view of the actual situation of higher vocational colleges, the governance of higher vocational colleges is more likely to evolve towards consensus-based governance, a structure and process where decisions are made based on thorough consultation and consensus between decision makers and non-decision makers like the majority of faculty members and students. Consensus-based governance has the following features: a powerful decision-making entity, which prevents the problems associated with vagueness and generalization of decision makers; operational mechanism that promotes mutual trusts, democratic consultation, mutual supports and cooperation between parties of various interests; operation of governance which emphasizes sheltering of differences, consultation and coordination. Within China' s higher vocational colleges, it becomes increasingly clear that the governance is evolving towards consensus-based governance as is evidenced by the following: establish a powerful core decision making entity; increasingly institutionalized consensus-based decision- making mechanism as the rules ensuring consensus-based governance; apply multiple consensus-based strategies in internal governance.
