高等职业教育治理体系的问题表征与对策

Problems and Countermeasures of Higher Vocational Education Governance System

我国高等职业教育治理体系中的问题突出表现在"泛行政化"和"单中心化"的治理缺陷,治理主体之间的角色定位不清,内部治理结构失衡,社会第三方组织的"缺位"等方面。据此,必须科学确立高等职业教育治理体系的建设目标;重塑政府在高职治理中的职能,由"全能型"政府向"服务型"政府转型;完善内部治理架构,推动高职院校依法办学;强化高职院校的主体地位,确立法人治理;加快高等职业教育治理的法律体系建设,实现分权立法;实现高等职业教育权力运行的制度化、规范化和程序化。

At present, the distinct problems in higher vocational education governance system in China mainly embody in the ＂pan- executive single center＂ governance system deficiencies, unclear role and rights between the governance bodies, power imbalance of internal governance structure, ＂absence＂ of the third-party social organizations and so on. Accordingly, we must establish the scientific goal of building higher vocational education governance system; reinventing governmental fimctions of higher vocational education to transform the function of government from ＂versatile＂ goverm＇nent to ＂service-oriented＂ government; improve the internal governance structure to promote high vocational colleges running according to the law; strengthen the dominant position of higher vocational institutions, establishing corporate governance; accelerate the construction of decentralized legislation of higher vocational education governance; achieve the institutionalization, standardization and procedures of higher vocational education running.
