国际农产品贸易自由化背景下发展东北地区粮食贸易的对策

东北地区作为我国重要的商品粮基地,国际农产品贸易自由化必将对其产生深远的影响。随着我国农业的进一步对外开放,东北地区粮食贸易将面临更加激烈的市场竞争。在农产品贸易自由化的影响下,我国东北地区的粮食贸易面临国内国际诸多制约因素。因此,从政府和企业两个层面提出以下对策建议:建立与国际接轨的粮食质量安全认证体系,以绿色产品质量标准引导绿色粮食生产及出口,调整种粮补贴政策;企业应立足国内市场、开拓国际市场,发展粮食"四散"运输和集装箱运输,提高粮食产品质量,实施品牌战略。

As an important commodity grain base in China, the northeast region must be profoundly affected by the international agricultural trade liberalization. With the further opening up of China＇ s agriculture, there will be more fierce market competi- tion that northeast grain trade will face. Grain domestic and international trade is facing many constraints for the impacts of ag- ricuhural trade liberalization. Therefore, we put forward the following countermeasures from two perspectives of government and enterprises： government should establish food quality and safety certification systera in line with international standards, guide the green food production and export based on green product quality standards, and adjust grain subsidies policies; enterprises should be stand on the domestic market, explore the international market, develop grain ＂bulk storage, bulk transport, bulk loading, bulk unloading ＂ transportation and container transportation, improve food product quality, and implement brand strategies.
