民国时期纸币“哈大洋票”为什么要加盖“监理官印”

Why Stamping "Supervision Chops" on the "Harbin Silver Dollar Banknote" During the Republic of China Period

"哈大洋票"是民国时期流通在哈尔滨及其周围地区纸币的简称。由于它以"大洋"(银元)为本位并印有发行地"哈尔滨"字样,故称为哈尔滨大洋票,简称"哈大洋票"。1928年初,哈尔滨地区货币贬值,物价飞涨,商民恐慌。时任东省特别区行政长官的张景惠为控制货币发行量,主持增设监理官一职并自任监理官,规定从1929年起,凡发行"哈大洋票"者,必须加盖监理官印后,方得以进入流通,以此来控制各行号无序发钞,稳定货币币值。"监理官印"于1929年开始启用,一直沿用到1932年6月伪满洲中央银行成立为止,是特殊历史时期的印记。

＂Harbin Silver Dollar Banknote＂ is the paper money in circulation in Harbin and the surrounding area during the Republic of Chinaperiod.Due to its taking silver as the standard and printed with the words ＂Harbin＂, it was called Harbin Silver Dollar Banknote, whose abbreviation was the ＂ocean＂.In the early 1928, currency devaluated,the price soared, and people were panic in Harbin region.Zhang Jinghui,the chief executive of the special administrative region of eastern provincenamed himself the supervising officer to manage the money circulation. Then he regulated since 1929 Harbin Silver Dollar Banknote must be stamped with Supervision Chops before its access to the circulation, in order to control the out-oforder issuing, stable currency valuation. ＂Supervision Chops＂ began to use since 1929, and stopped until the Manchukuo central bank was set up in June 1932, which was a special historical imprinting.
