长期以来,我国基本养老保险由于实行"地方统筹、地方管理"的体制而使各地方的基本养老保险之间呈现出相互隔离的"地方割据"状态。这使基本养老基金难以在地方之间协调稳定,削弱了基本养老保险的保障功能。要消除养老保险的地方分割,必须创建新的全国统筹的、全民性的基本养老保险制度。

Basic endowment insurance in China is coordinated and managed by local government. It makes the basic endowment insurance in different areas is isolated from each other and weakens its security function. Therefore, a national co-ordination system for basic endowment insurance should be established.
