摘要
围绕技术开展的技术传授、技术应用及技术创新等教育教学活动构成了高职院校的技术运行系统。政府主导模式的技术运行系统将高职院校定位为技术传授主体、技术应用与创新客体,容易造成高职院校教学中的技术与企业生产应用的技术出现差距。目前,形成"三螺旋"模式的技术运行系统的条件已经成熟。"三螺旋"模式的技术运行系统不仅将高职院校定位为技术传授主体,也定位为技术应用与创新主体,甚至可以应用技术孵化企业,实现高职院校教学的技术与企业生产应用的技术同频共振。在实施路径上,高职院校应突出技术运行系统的实践性,具体措施包括:校企共建三层次递进式实践教学体系,构建"政企校"技术创新体系,创建技术型企业孵化平台。
Several kinds of educational activities on technology, such as technology impartation, technology application, technology innovation and so on, constitute the technical operation system in higher voca- tional colleges. The government-dominant model of technical operation system, which positions these colleges as the subject of technology impartation and the object of technology application and innovation, will easily lead to a gap between the technology taught in colleges and that applied during the production in enterprises. Now, conditions are ripe to establish a technology operation system of "tri- ple-helix" model. The "triple-helix" model of technology operation system treats the higher vocational college not only as the subject of technology impartation, but also the object of technology application and innovation. It even can be applied in technology incubating enterprises and enables the technology taught in higher vocational colleges to keep pace with the technology applied in enterprises. As for the paths of implementation, higher vocational colleges should highlight the practicalness of the technical operation system, and specific measures includes the followings: building three levels of progressive practical teaching system between colleges and enterprises, establishing a technological innovation system features the cooperation of colleges, enterprises and the government, creating technology- based enterprise incubation platform.
