政府购买公共图书馆服务模式研究

Research on the Mode of Purchasing Public Library Service by Government

文章利用文献分析和网络调研方式,结合政府购买服务政策背景,搭建政府、企业(社会组织)、公共图书馆三者运行机制建构框架,发现政府购买服务政策直接促使政府购买公共图书馆供给服务模式的转变,而该建构框架能够从深层次理解政府购买公共图书馆服务模式,主要表现为定向采购服务模式和招投标服务模式,提出从顶层设计、企业(社会组织)孵化机制合法以及透明、公正与绩效管理等方面着手,完善与优化政府购买公共图书馆服务模式。

Using literature analysis and network investigation, and combined with the policy background of government purchasing service, this paper tries to construct an operation system mechanism framework of government, enterprise （social organization） and public library. It finds that the policy of government purchasing service directly promotes the mode change of government purchasing public library service, and the framework can be used to deeply understand public library service mode, mainly for directional procurement service mode and bidding service mode. It also proposes the measures of the improvement of government purchasing public library service mode from the top-level design, enterprise （social organization） incubation mecha- nism, as well as the transparent, fair and performance management.
