新常态对于基层治理提出了新的更高要求,地方治理要有新思维。不论是对于基层官员、政府机构,还是对于普通民众、社会组织,传统的管制控制都正在失去效力。新常态条件下的治理考验,主要表现在三个方面,即经济治理、官员治理和农民治理。改善治理基层,需要探索建立开放、包容的治理体制和治理格局。核心是要运用现代治理的原则和方法,坚持"多中心治理原则"。这是中国社会经济的现实状况需要所决定的,也是民众的历史性追求所决定的。

The new normal imposes higher requirements on governance at the community level, and local governance should have new thinking. Whether it is for the community-level officials, government agencies, or for the general public and social organizations, the traditional control is losing its effectiveness. Governance under the new normal is challenged in the governance of economy, officials, and farmers.
