中国与中亚五国棉花合作潜力分析及模式探究

The Potentials of Cotton Cooperation between China and the five Central Asian Countries

随着"丝绸之路经济带"战略的提出和相关配套方案的逐步实施,中国新疆成为实现国家战略的核心区,棉花产业作为中国新疆支柱性产业,过去一直追求自身产量的增长,未能更好地利用国内外植棉资源为中国棉花产业服务,而棉花产业十分符合中国新疆核心区发展战略和农业"走出去"政策。文章通过分析近年来中国棉花产业发展状况,对比中亚五国与中国的棉花生产优势得知,中国不断增长的植棉成本与中亚五国丰富的农业资源形成鲜明对比,中亚五国低成本农业资源和中国成熟的种植管理技术体系形成互补性合作条件;最终结合中国与中亚五国的实际情况和已有农业产业合作经验,提出了不同阶段棉花产业跨国合作的三种模式。

With the gradual implementation of the Silk Road Economic Belt strategy, Xinjiang has become the core area of realizing the national strategy. As a mainstay in Xinjiang, cotton industry has been pursuing the growth of its output in the past to the neglect of exploiting domestic and international cotton resources to better service the cotton industry. The cotton industry well accords with the core area development strategy in Xinjiang and agricultural ＂going out＂ policy. This paper, having analyzed the development of cotton industry in China in recent years and compared the five Central Asian countries and China in cotton production, found that the increasing high cotton cost is in sharp contrast to the rich agricultural resources and low cost in the five Central Asian countries. China’s mature planting and management technology can be a complementary cooperation condition. In line with the actual cooperation between China and the five Central Asian countries, this paper put forward three transnational models of cotton industry cooperation for different stages.
