东北地区全面振兴的新特点与推进策略

New Properties and Implementation Strategy of Overall Revitalization of the Northeast China

东北地区是新中国工业的摇篮,为我国形成独立完整的工业体系和国民经济体系,为改革开放和现代化建设作出了重要贡献。改革开放以后,在向社会主义市场经济转型过程中,东北地区遇到了特殊困难,体制性、机制性、结构性矛盾凸显。中央于2003年启动实施振兴东北地区等老工业基地战略并取得重要阶段性成果。我国经济进入新常态后,东北地区经济下行压力增大,部分行业和企业生产经营困难,体制机制等深层次问题进一步显现,经济增长新动力不足和旧动力减弱的结构性矛盾突出,发展面临新的困难和挑战。2016年2月,党中央、国务院出台了关于全面振兴东北地区等老工业基地的若干意见,东北地区迎来了新一轮振兴发展的重大机遇。在立足历史与现实的基础上,对东北振兴战略实施以来的东北发展轨迹进行系统分析,对新一轮东北振兴的时代特点进行客观描述,并结合中央最新要求提出推进思路与建议极有现实意义。

The Northeastern Old Industrial Bases, which was considered as cradle of national industries, has comprehensiveand independent industrial system. It has made a great contribution for modernization of our country. However there arelots of difficulties in this region, such as institution contradiction. After the national strategy of revitalization of theNortheastern Old Industrial Bases was put into practice in 2003, a great many achievements had been made, but itseconomic growth rate decreased into a very low level, various challenges and contradictions exist. Now a newcomprehensive revitalization has been carried out by the central government. The Northeastern Old Industrial Bases usheredin a new round of great oppotunities in the revitalization development. The paper analysis the effects of revitalizationstrategy of the Northeastern Old Industrial Bases and gives some advices on the new revitalization in 2016.
